RRAS assigning excluded IP addresses

We have a small problem. It seems that our DHCP relay agent in RRAS is assigning excluded IP addresses to our VPN users. Everything seems to be set correctly on the server and on RRAS. I restarted the DHCP service and hopefully that will resolve the problem. Anyone had a similar problem? If so, how did you resolve it? Please respond to my one of my email addresses below. Thanks.

Ok,

I am still getting excluded addresses assigned to my RRAS
clients. Anyone have any ideas? Thanks.
