RRAS giving bad IPs to dialup clients?

I have RRAS set up and have DHCP relay pointed to our
internal DHCP server. we have an internal IP range of
192.168.x.x but when a remote client dials in to the modem
bank, RRAS is assigning the client a 169.254.X.X address
to the PPP adapter. This is also showing up in the
INTERNAL interface.
This is obviously causing the client to fail to connect to
resources in the domain.
What is causing this and how can I fix it?

169.254.x.x (APIPA) addresses are assigned if a DHCP server is
unreachable. When your RRAS server tried to lease a batch of IP addresses
from DHCP it obviously failed, and APIPA addresses were assigned instead.

If you cannot find why this happened, you can always use a static pool of
addresses for RRAS.

Well, the answer turned out to be pretty simple, though it
took me a whole day to discover it. There are two NICs in
this server and at some point while changing out some
Modems, I must have switched NICs. The NIC that I switched
to wasnt allowing communication between DHCP and the RAS
server. Hence the 169.254 issue.
