Romote Assistance

My sister is always needing help on her computer and most of the time I can't
get to her house to help her. I try to do it over the phone but have alot of
communication problems. How can I activate Remote Assistance where I ask
permission to view her computer? I'm not even close to being an expert on a
computer so can you put it into laymans term please.
