RISing error "Can not find ntldr"

This has me stumped. Problem:
When imaging a test machine, the machine will connect to
the RIS server, create a .sif file in the "tmp" folder in
the Reminst share root, get to the last RIS set up screen
and go to a black screen them come up with the
error "Ntldr not found". I have copied the "ntldr,
startrom.com and startrom.n12" to the root of Reminst. I
have installed the q315074 hotfix for XP-SP1, still no go.
Does any one have an idea where to look next?

Whats the network layout of this deployment? Specifically, what IPs are
being used, is there a router or switch in the way, if so, which one?

Have you tried to move the RIS server onto a hub with just one client and
testing it?
