Right click menu: puzzling inconsistency

If I right click an image file in some of my folders, then the menu
includes the item to use it as desktop wallpaper:

But strangely, other folders don't!

Tried a variety of types (JPG, BMP, PNG) and get the same behaviour with
each of them. It's consistent within a folder as far as I can tell. IOW,
if right clicking a file does give the desktop menu item, *all* files in
that folder do so. And vice versa: if one file fails to display it, all of
them do.

I there some obvious folder distinction or limitation I've forgotten? Or
do I need to look for possible conflicts with other software?

XP needs the view set to Thumbnails or Filmstrip to get that context
menu item.
