Restrcting access to certain parts of an Appointment form

In Outlook 2007 am wondering if there is a way to restrict editing on certain
parts an appointment form so that only the "body" of the Appointment can be
altered. My department uses a Public Folder Calendar as its Education
calendar and many people have access to go into our calendar to sign up their
staff for any trianing we offer. The issue we are having is that dates and
times are inadvertantly changed by these individuals, causing confusion. We
have to give them access to be able to add names to the list in the
appointment body but is there any way the form can be restircted in that only
certain users (ie my department) can change the times and dates and no one
else? Thank you for you help!

Hi, thank you for your reply. According to our IT department we use a
combination of 2003 and 2007.
