restarting matter

Hi there
First of all my cd/dvd drive stopped working. Then I
couldn't use my pc because every time I turn it on restarts
by itself. I could't restore my computer to an earlier time
first and now restoration will not be completed.
The stop code from the Blue Screen is as followed;
