restart on shutdown

xp sp1 often will not shut down first time, but reloads. After the first
attempt it has saved settings and then will shut when required without
problems.
If it has had an easy day there is usually no problem, but playing strategy
games such as Civilisation can cause the problem to occur. Athlon 64 3000+
512 MB of RAM should not be strained too much by games like this.

I have had this trouble since new, about 8 months ago. Is this normal
behaviour for xp ?
