Resize button on Folders disappeared

I think I've read about this problem before, but I cannot locate the
reference.

When I use any Office or other program to open a folder to locate a file the
folder opens in full screen mode and does not show any resize button, only a
miniimze and close button. Can someone give me the tips on how to restore
this button, please?

Double click the band at the top of the window, this should restore it to a
smaller size.

The File Open dialog windows is not the same as an explorer window, it never
has a minimise button, it should only have a help and close button.
