Excel 2007 missing minimize, restore, close buttons on file

It opens up as a sized window in Excel, but it cannot be resized or dragged.
It is also missing the minimize, restore, close buttons for the file. Excel,
the program has its minimize, restore, and close buttons.

I tried View-Full Screen. This makes it full screen. The pearl and ribbon
disappears. It shows the green X in the top bar, file name-Microsoft Excel
and has the min/rest/cls buttns, but shows the spreadsheet still not
maximized.

I can copy the contents into a new document and sidestep the problem, but I
was voted the "expert" for people to go to in my department (probably because
I know how to google haha).

I found a post from 2005 where they indicated it was workbook protected. The
person I was helping had the password to open the file and it was the same
one to unprotect the workbook. I'm back to 100% problems solved.
