Reply Signatures

When a plain text email is received and then replied to or forwarded, the
HTML signature does not show up.

Is there a way to automatically use an HTML signature when replying to plain
text emails? Possibly by forcing outlook to convert all emails to HTML when
replying or forwarding? If this is possible can anyone help me out?

This is normal behavior. Outlook replies in the format of the original
message and for good reason. Many people sending in plain text probably do
not want to receive HTML format messages.
