Is there a step by step description of how to copy the
system and data so as to replace the drive on which the OS
resides? I have run out of C: drive room and want to get a
larger disk, but need to transfer everything on C: and also
the operating system to the new disk. Is there a step by
step description of this procedure anywhere?

You will need to use imaging software to "clone" the old drive to the new
one.

About the only choice is running the file/transfer
wizard from accessories,set-up current system as old,
transfer to a cd,transfer files/photos etc.,to a cd.
Install new hd as master, set jumpers(plastic clip) on
each drive accordingly,install xp cd,boot to cd,recovery,
if asked for password press the enter key, type:
FORMAT C: /FS:ntfs When its thru type:EXIT Let xp
install,or reboot to cd,install xp,you can R.click the
old in my computer, choose format,or re-enter cmd in cmd
promt.microsoft has #307889 try search for it.
