Repair action failed to flush ARP cache

Hi,
Can anyone tell me what the message in the subject of this post means and
what a likely cause might be? Would a defective NIC be a likely suspect?

ARP matches Ethernet addresses to IP addresses for your local subnet. The
error probably means that the cache was already empty when you attempted to
flush it.

This is not a problem in and off itself, it just probably means that you
haven't connected to any other machines. So you probably have connectivity
problems, but they aren't caused by the ARP cache.
