arp cache flush again

aparently switching some service from "automatic" to "manual" has affected my network. i hit "repair" in my network connection and the error something like "repair operation failed: flushing arp cache". i've tried numerous things such as manually flushing it with "arp -d" or "netsh interface ip delete arpcache" but when checking with arp -a, the ip for google still shows up (cuz i ping google to find myself at 200). i switched and started my services all back to auytomatic but STILL i lag. can someon ePLEASE HELP, i know im not the only one whos in trouble with this crap!
 
So switch the same services back to automatic, one at a time, then start the
service. See what brings it back.
