Flushing the ARP cache

Though this is a very common problem in XP but absolutely
no solutions found in the tech websites. I have no
problem in accessing the Error! Hyperlink reference not
valid.. Everytime I restart my pc, I have to repair the
ip address to access the internet. I get the same old
error msg "The following operation failed while renewing
the IP address : Flushing the ARP cache". Once the IP
repair is done, I can access internet. My question is HOW
TO GET RID OF THIS ERROR MSG & WHY I HAVE TO DO A IP
REPAIR EACH TIME I RESTART MY PC ? I tried all commands
of ipconfig dns flush, arp "-d, -a", MS KB, netsh
interface ip delete arpcache, and all possible
troublehooting from all forums. But still cannot solve
this nagging problem. Can anyone help me out (PLEASE)

Are there any relevent error messages in the Event Viewer? To run it, click
Start | Control Panel | Performance and Maintenance | Administrative Tools |
Event Viewer.
