Removing the MS03-026 patch?

I installed this patch on my two WinXP systems without any
problems. I then sent an email to several family members
advising that they do the same.

My brother left me a voicemail this morning indicating
that he has been unable to use his PC since installing the
patch. He says that it now boots up to a blue checkdisk,
and when that is done he has a splitsecond of the loadup
screen before XP reboots and the process starts all over
again.

This sounds very similar to the activity of the msblast
worm, but it's apparently not a controlled shutdown (hence
the checkdisk) so that makes me question whether somehow
the patch has made his WinXP unstable. This leads me to
two questions:

1) Is this shutdown cycle due to system instability?
2) If so, is there a quick and easy way to restore the
system to its state prior to the MS03-026 patch (System
Restore Points maybe?)
3) If it's not instability but rather the activity of the
worm, how do I get him the time necessary to keep the
system from rebooting? I don't know if he will even have
time to enter a 'shutdown -a'.

Suggestions?

If the worm is on the computer, it will only shutdown the
machine when it is connected to the internet. You need to
disconnect from internet first. Boot off xp cd go to
recovery console and run a chkdsk /r, let it finish. What
happened is the patch probably did not install correctly,
usual cause antivirus software not turned off before
installing.
