Remove Exchange in Profile?

I am having trouble removing an Exchange connection in Outlook 2003. It is a
new install and the user took the option of installing everything to the
disk. When you attempt to run Outlook for the first time it attempts to
force a connection to Exchange. No scenario allows you into Outlook to
change the profile.

Specifically, when one is running the first time setup wizard: one is
prompted to sign-on to Exchange. When that fails (or is bypassed) it
indicates the .ost file is missing or invalid.

1) The .ost file is in the correct location, it is build by the current
install.
2) I have attempted to remove and reinstall Outlook with minimal features.
3) I have also removed any messaging related options from other Office
applications.

The end user does not have Exchange, the client will be connecting to a POP3
account only.

Something has been installed that needs to be removed. Could someone
suggest what that is or how I can get into the client logon enough to
changing the profile?
