Remote Access Connection Manager error - 829779

Could not start the Remote Access Connection Manager
service on Local Computer.
Error 5: Access is denied


I tried deleting the suggested (article 829779) registry
keys, reinstalling sr.sys, and reinstalling SP1.

Any suggestions?
