When I try to start Remote Access Connection Manager
Service I get Error 5 Access is Denied. Any known issues
or suggestions.

Take a look at MS Knowledge Base Article 329441 and see if the suggestions
there will help.

I have searched through Knowlage base for days with no
success. For some reason that one did not come up for me.
