Reloading problem !!!!!!!

I have recently reloaded WinXP Pro on my PC, I have installed a new ATi
Radeon XP Pro700 AGP card in my system, and added 512mb in memory. Everytime
I turn the PC off and restart I get a blank screen and the system locks up. I
then reboot the PC and get the F8 screen I try to go in Safe Mode, Safe mode
command prompt,Normal restart, Last Good known restart, and nothing happens
the PC locks up. I then Have to reload WinXP again to get the machine to
restart. I have not turned the PC off in 4 days. I know that if I do it will
go through the same thing as it has happened 5 times. I have the Win Xp Pro
cd with SP2 on the cd. Does anyone know what I can do tyo stop from having to
reload Windows everytime I Boot up?

A fresh full format (not a quick format), then install OS.

Install motherboard chipset drivers.

Install CPU drivers (if needed)

Install video card drivers (latest ones form the ATI website; make sure you
follow installation instructions and install .NET framework *before* you
install the video drivers.

Thank you for your quick resonse, But i still have a problem. I don't want
to lose the data on my harddrive. The PC crashed because someone installed a
bad copy of EZ Cd Creator. I restored the drive with the repair option when I
installed the first time and I reinstalled all of my programs. I have alot of
pics, and music I don't want to lose. Is there any other way? Please let me
know as I'm tired of having to reinstall .
