Reinstall Internet Explorer

I want to reinstall Internet Explorer. I am having a lot
of freezing up and/or failure to open webpages.
When I try to download IE I get this message:
"a previous installation has pending work requiring a
reboot. You need to complete that installation beofe
running IE setup. Setup will now close."
Any Suggestions?
