Try the information below and see if it helps,
Can't Install IE SP1 - Courtey of Oops!!
For the "unable to install all components" issue in WinME, try this:
Go to My Computer - Tools - Folder Options - View:
- Select "Show hidden files and folders", click Apply - OK
Create a folder named "Old uninstall".
Go to folder C:/Program Files/Internet Explorer/Uninstall Information.
Now Edit - Select All - Cut all files.
Open "Old uninstall" folder and paste the files.
You will now be able to install all the troublesome components.
If everything works as expected, you can delete the "Old Uninstall" folder
and the files you moved.

While reinstalling ME
Try the following and see if it helps.
Per - Koldbear
"Also you need to remove "Windows Media Player 9" (WMP9), if installed. Use
"System Restore" to remove it or if that's not possible, then delete the
file "C:\Windows\System\wmploc.dll". This prevents the "VERX" error, which
will cause the re-install to fail. "
But, just rename the wmploc.dll to wpmloc._Old dl while you are installing
ME, then remove the Old from the file and restore it to wmploc.dll. Also,
reintall it from Safe Mode.
