Can't reinstall IE 6 or revert to previous version

Hi,

I'm running Win 98 and I need to reinstall IE6 due to problems with certain
sites saying that I must set my browser to accept cookies and to be able to
run Javascript. I have IE set with all the default security and privacy
settings. When I try to revert to the previous version of IE or reinstall
IE6 I get an error saying "A previous installation has pending work
requiring a reboot. You need to restart your computer to complete that
installation before running Internet Explorer Setup. Setup will now close.
I've tried the option to repair IE and let the computer reboot. I continue
to get this message on reinstall attempts.

Any help appreciated.

I tried the actions in this link, but I don't have a box marked "Load Static
VxDs" in the General tab in MSCONFIG. I unchecked all the boxes and
rebooted. No joy.

"Restart your computer, and then run Internet Explorer Setup" = IE6Setup.exe

This is similar to overinstalling IE6:

First, close *everything* via CTRL+ALT+DEL except Windows Explorer (includes
your AV program, Scheduled Tasks, Screensaver, and going offline).
Start>Run>IE6Setup.exe. Select Minimal - Custom; Select all the parts you
use, including OE (but none you didn't originally download) and overinstall.
Should take about 2 minutes. Reboot the computer.

Now, with AV and all other running processes still closed, check in at
Windows Update for additional updates and patches you may need.
