Can't reinstall IE 6

I recently bought and installed Norton Anti-virus and ran it. However, even
though the virus scan was successful, my IE home page was set to a Google
search page and I was unable to reset it using normal routines. ALSO, there
is a Google folder in the Programs. I deleted it and it still resurfaces. I
deleted IE6. I tried to reinstall IE 6 with the hope that it would solve my
problems. Now I can't reload IE6 because it keeps telling me that "a
previous installation has pending work requiring a reboot. You need to
restart your computer to complete that installation (whatever that is) before
running Internet Explorer Set Up." I'm lost as to what to do.
