Error Message when I try to reinstall Internet Explorer 6

My Internet Explorer 6 was corrupted when I installed Norton SystemWorks 2004
and I was instructed to uninstall IE6 and reinstall it. Now everytime I try
to reinstall it, I get a error message: ("A previous installation has pending
work requiring a reboot") I've rebooted numerous times, have tried every
suggestion listed on the Microsoft IE websites and still no luck. I've
uninstalled all Norton programs, MSN 9 and Internet Explorer 6. My operating
system is Windows 98SE. I've just about given up and I'm ready to surrender
my computer to a professional. Any suggestions on what I should try next
would be greatly appreciated.

If no joy:

Find and remove the Active Setup Log.txt file, if present.
Find and delete the Msdownld.tmp folder, if present.
Find and delete the Iemigrat.dll , if present. (It will be hidden.)
Find and clear out the Windows Update Setup Files folder, if present.
Delete the "IE System Migration" value from the following registry key:
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\Migration\100 (if
present)
Reinstall IE and components.

When installing IE, it's best to first do a power-off reboot, then disable
any anti-virus program you may have running, then do a CTRL+ALT+DEL and End
Task on everything on the list except (Windows) Explorer and Systray. Then
try your install again. This method will help prevent any program you may
have running in the background, and the anti-virus software, from
interfering with the install of IE. Some AV software just plain messes up
an install of IE, and other programs may be using a file that IE needs to
update/replace/remove.
