IE6 did not completely install

After runing ie6setup.exe, I rebooted and cannot contiue the upgrade process.

I recieve a message: A previous installation has pending work requiring a
reboot. You need to restart your computer to complete that installation
before running Internet Explorer Setup. Steup will now close.
The computer has been rebooted many time. I can't reinstall IE5.5, either

The OS: is Windows 98

Thanks for any suggestions.
