Problem with IE6.0 Installation pending.

When double click on ie6setup.exe, gets error:

"A previous installation has pending work requiring a
reboot. You need to restart your computer to complete that
installation before running Internet Explorer Setup. Setup
will not close."

Have rebooted 20 times and still this error exists. Please
advise what I can do to remove the 'previous install
pending'. Any suggestions would be appreciated.
