REINSTALL IE and OE?

I saw on the windows support page how to change the registry values to 0 to
have the update page reinstall OE and IE.

I think maybe if I do that, I may get any files back I may be missing to
cause my system to freeze?

I know sometimes it freezes as soon as I start to bring up an IE page, and
sometimes it loads slow.

Will that be a good thing to try to eliminate the hanging?

Also, my mspaint is gone after my last round of cleaning viruses. How can I
get it back?

By reinstalling IE?
