Registry_error Stop: 0x00000051

Windows keeps rebooting to startup mode menu. No matter
what choice is selected (safe mode, etc.) it goes to a
blue screen that says: registry_error.
Stop: 0x00000051 (0x00000003,0x00000003m0x00000000,
0xE11C9000).
