STOP 0x00000051 REGISTRY ERROR" Error Message

I am getting this error as of Sunday, October 25, 2003:

Registry_Error

Some text describing change in system or software. Run in
safe mode and remove offending program or hardware.

STOP: 0x00000051
(0x00000003,0x00000003,0x00000000,0xE10D6000)

I cannot reboot into safe mode due to mup.sys file being
the last one loaded and then the system halts. I am stuck
in a loop where the machine continues to reboot and check
the hard drive and when it is done checking the drive
after determining that all the information is good, the
machine reboots again. I cannot reinstall Win XP or do a
repair because I get the above message concerning
Registry_Error.

There has been no new software or hardware installed and
was running fine on Saturday. Sunday is when the machine
would no longer boot.

If this problem also occurs during a reinstall then that points to a
probable hardware related cause.

Check the CPU and Power Supply cooling fans and make sure they are
operating properly. Also the one on the video card if it has one.

Try testing the RAM with one of these free memory testing programs:
DocMemory http://www.simmtester.com
Windows Memory Diagnostic http://oca.microsoft.com/en/windiag.asp

Does your computer's BIOS setup include hardware monitoring functions?
Many of the newer BIOS versions do. If so then make sure that all of
the monitoring functions are active and that audible and/or visible
alarm indicators are set for all abnormal values.
