Registry error

Windows XP Home. Getting a blue screen on start up, with
error message:
REGISTRY_ERROR
Stop: 0x00000051 (0x00000003,0x00000003,0x00000000,
0xE171F000)
Can't get windows to open, safe mode does not respond,
nothing responds. Can someone help? Thanks!
