I can no longer access the Properties of my Recycle Bin or empty it. How do
I restore the Properties?

Have you tried deleting the Recycle Bink then restore or try this:

Open the Run command (Win + R) type in SFC /SCANNOW and click Enter, click
Continue on the UAC dialog that appears.

I tried the SFC /SCANNOW command. Something flashed on the screen but
nothing opened. Did I do it wrong? Thanks.

Try this:

In Tools > Folder Options > View -- temporarily UNcheck Hide Protected
Operating System Files.

Then on the Explorer C: (root) drive find the folder $Recycle.bin

If you don't see it, close and reopen Explorer.

Right click on that and delete it. You may get some message about its being
corrupt or warnings about .ini files.

The bin should temporarily disappear from the folder tree. Delete a file and
it should reappear again.

At this point you can recheck the "hide protected operating system files"
option in View.

I followed the instructions and it did what you said it would do, but it
still has the same defects. Thanks for the suggestions, though.

Right-click on the empty desktop> Personalise.

Under Tasks in the window that comes up> change desktop icons.

You should have your choice of what to do with the rubbish bin!!!!!

Empty, full, restore defaults, whatever.

He is trying to access the Properties window of the Recycle Bin.

Thanks, but the only works when the Bin disappears. It doesn't fix defects.

I know what he wrote;
You had no luck!

I thought maybe restoring defaults might do it!
