Recipient limit in Outlook/Exchange

I have an Exchange 2003 environment. One of my users tried to send an email
out to 1600+ recipients. She got an error message about the recipeint list
being too big. What is the limit for recipients, and where, if any, is the
setting in Exchange/Outlook?

Aquick look as I waas investigating, led me to the following setting:

ESM
Global Settings
Message Delivery > Properties > Defaults

here, I see the setting
Recipient Limits > 600

Does that mean in my environment that All of my Outlook clients can address
messages up to 600 recipients?
