Why a recipient received email without attachment?

When I send a email to some recipients with attachment (around 150kb), a
recipient received the email but without the attachment. But, other
recipients received the email with attachment.
Could anyone to troubleshoot it?

mail server OS: MS Win server 2008 / MS Exchange 2007
client outlook version: Outlook 2003

What message format did you use? What client does everyone use? Typically,
this happens when you use RTF format and one person uses OE while the rest
use Outlook. OE can't decode the winmail.dat that contains the RTF encoding
and the attachment, so it hides it.

Message format is HTML
All users are using MS Outlook 2003. No any user to use OE.

Double click the recipients address in the to field- is it set for RTF
always? (If it opens a contact, double click the email address.)

The Files format are PDF, XLS and DOC

the problem will be appear sometimes.

What does "appear sometimes" mean? Does that mean "some recipients (the same
each time) have the problem but others don't" or does it mean "sometimes a
specific recipient had the problem but not at other times"?

This sounds like a Rich Text issue to me. Only other Outlook users can see
Rich Text attachments.
