Distribution email failed

I'm getting the following message when sending an email from a contact
distribution list which has only 51 recipients. The size of the distribution
list is only 10kb and Exchange is set to the default of 5000 recipients in an
email.

The following recipient(s) could not be reached:

User name on 2/18/2009 10:49 AM
The e-mail system limits the number of recipients that can be
addressed in a single message. Send the message multiple times to fewer
recipients.

Are these recipients internal or external? The message you cite indicates a
server-side setting and if it's not your Exchange server responding to
internal addresses, then it's the external server your Exchange server is
feeding to reach the outside addresses.

The users are internal. We have the default of 5000 selected under message
delivery in Exchange system manager, do you know another place in Exchange
that could limit this?

That's a question you should ask in microsoft.public.exchange.admin
