Troubleshoot: Undeliverable "452 Too many recipients" email error

Microsoft Office Outlook 2003
Part of Microsoft Office Professional Edition 2003

What does the following error message/code mean when sending email message
with attachment to a mailing list of approx 60 recipients. Approx 12% of the
recipients (random selection) on the mail list are not sent, with the
following message. I can send to the problem recipients individually OK. How
do I fix the problem?

Undeliverable: XXXXXXXXX
System Administrator

Your message did not reach some or all of the intended recipients.

Subject: XXXXXXXXXXX – XXXXXX XXXXXX
Sent: 29/04/2009 01:20

The following recipient(s) could not be reached:

'Annie XXXXX' on 29/04/2009 01:20
452 Too many recipients

'Dom XXXXX' on 29/04/2009 01:20

It means what it says. It means your e-mail provider doesn't allow you
to specify that high of a number of recipients per e-mail. You will
have to reduce the count of recipients per e-mail to whatever is the
maximum allowed by your e-mail provider. Check with them.

Not an Outlook issue. It is an issue with the user exceeding the
anti-abuse quotas for a personal-use e-mail account at whomever is their
e-mail provider.
