reboot problems

I am running Windows XP Home Edition. When I download updates or need to
restart my computer, the screen flashes once and then does not restart. I am
able to continue using programs on the computer but it never restarts... how
do I fix this problem? Thank you in advance for any help that I receive!
 
Manually restart by clicking the Start button. Sometimes the Restart
button in updates will not respond.
