Read-only Folders

For security reasons I have "Computer administrator" (for
installations, updates, etc.) and "Limited account" (for everyday use)
accounts. I can not change/move/rename folders/files as a "Limited
account" user, so I need to log in as a "Computer administrator" to
make those changes. I was looking for the culprit for my problem and
noticed there is a green/blue "Read-only" selection made for all the
folders in all the hard drive partitions that might be related to my
problem. Is there a way for me as a "Limited account" user to
change/move/rename folders/files?

Where are these files/folders situated?

In both of my hard drive's partitions:

C: (50.8 GB total, 38.0 GB free, NTFS)
F: (4.87 GB total, 385 MB free, NTFS)
