"Re-Start" does not work

I have a new XP installation. Whenever I try to re-start the operation fails.
Sometimes it posts then nothing. I have done a re-format and get the same
problem. I also updated to SP2 and the problem is stil there. Also, sometimes
when I have the computer shut down it does not re-boot. I get the post screen
then black. Any help appreciated.

Boot to CD, and recovery console, run the command:

CHKDSK /R

If no help, get a new drive.
