putting a limit to internet speed?

Hi,
im sharing an internet connection with another computer, and since the guy
who uses the other computer always is downloading things he is cutting down
on my internet speed which makes it slow for me to surf the web and makes it
impossible to play games over the net.
i wonder if theres a way to put a limit on the amount of internet speed the
other computer can use at once?
i know its possible to put limits like that on the downloading program he
uses but i wonder if theres a better way to put a general limit or something.

Only if you have a router or something that can do bandwidth throttling.
Nothing native will do this for you. Is this someone else in your office?
Your home? I think you should address the behavioral issues, not the
technological ones, first.

Hi

A simple inexpensive way (if a he agrees to) is to put limiting software on
his computer. (www.netlimiter.com).

Otherwise, you need to buy a new Router that does Qos, like the D-Link
DG4300, and even then, if he his knows this stuff he can play around with
it.

Therefore the best way is to get into a gentleman agreement, or let him get
his own connection.
