limiting network speed

I got two computers, one of them have a internet connection and it s ICS.
Both computers are connected with lan. I was wondering if I can on server
limit the internet speed of client computer somehow. I guess answer is yes,
but can I do this manual or do I need some application for that?

Can I install some software on server with which I will limit the speed? Is
there a possibilty that I do this manual by some command in cmd prompt or
