program upgrade

I am trying to upgrade Quicken. I got a message that "The
log File C:Quickenw\deisl1.isu is not valid or the data
has been corrupted".
A call to the Intuit tech rep suggested that I rewrite the
old Quicken file name which I did. That brought the
message that it couldn't be renamed because another user
on the computer also had access to the program. A switch
of that person's account status to limited had no effect.
I was still unable to upgrade for the same reason. He had
no further suggestions and suggested I contact Microsoft.
Is there a way I can remove the old program from the other
user temporarily, do the upgrade and then reinstate the
other user with the updated program?

Thanks to anyone who can help.
