Program file missing

When I run norton windoctor it says there is a program
file missing that the dotnetinstaller.exe is trying to
find and cannot repair it. This is why I cannot install
Microsoft Picture It Publishing 2001 on my XP machine.
The file it cannot find is MSCOREE.DLL Can anyone help
me out with this? Thanks.
