Error message: Cannot access "mscoree.dll"

\dotnetinstaller.exe cannot access a necessary
files: "mscoree.dll".
WinDoctor unable to fix.
Windows support and Symantec searches unsuccesful.
What action suggested?

Click the: "Click here to go to the download of mscoree.dll" it's about
1/3 of the way down the page, but on my browser is a very light colored font
and easy to miss.

Did you do a search on your system ? I have that file scattered over 4
different folders in mine.
