Program access for "Lmited" user accounts

I've set up my daughter's computer with individual "Limited" accounts for
each of my grandkids, and as I understand it, a "Limited" user should still
be able to access programs that were installed by the 'Administrator' (that
would be me), but these programs don't show up in Start/All Programs when
logged in as a "Limited" user! How do they get access to these programs?

I may have missed that during the installation! How do I check or change,
"Access Permission" for a limited-user-account? According to the XP help
files, a "Limited" account is limited to changing passwords and that's about
it! I'm confused!

In a perfect world, I as the Administrator should have a check list for each
limited-user-account, where I can define exactly what operations are
allowed!

But, we're living in a Windows world!
