Problems with Sending and Receiving Attachments

My mom uses e-mail from her job. She works at a university. When she comes
home, she connects to our broadband connection through an internal wireless
card and router.

When my mom tries to send attachments from home in Outlook, neither her
e-mail message or her attachments are sent.

Also, she cannot receive mail in Outlook when she is away from her office.
Instead, she has to connect through the university's website.

She had the university's help desk look at her computer, and they said that
the problem was not with their surver and that they could not help.

Do you have any ideas as to what the problem may be? Is there a security
setting in Outlook that may be keeping her from sending messages with
attachments?

What version of Outlook does she have? What sort of mail account (POP3 or
IMAP)? Does she get any error messages when she tries to send/receive at
home? If so, what are they?
