"Too Many Attachments"

I have a user who is trying to attach about 10-15 excel documents to her
email, in the past she has been able to attach them without a problem, or so
she says. She is running Outlook 2007 in our Exchange environment. Her system
hasn't had any significant changes since she was last able to send the
multiple attachments.
The exact error message just says "Too many Attachments"
is there a limit to attachments in Outlook?

The limitation is coming from the ISP/Mail Server, who restricts the number
and size of attachments they allow.

It could be refused by the receiving party as well. Without the NDR in full
it is impossible to tell what's going on and at what side the change needs
to be made. One thing is clear though; it's not Outlook.
