Outlook 2003 - Cannot email attachments greater than 100kB

I have a user who has encountered an issue when sending or receiving any
attachments greated than 100kB when accessing her POP mail box. She is
using Outlook 2003 on a Dell laptop. In looking through her emails,
this issue started around the middle of Feb. I've reviewed her Outlook
configuration and cannot find anything that would cause this. I have
checked her POP mail account to ensure that the emails w/ attachments
are being properly received and they are there.

When she receives an email greater that 100kb, the attachment is
truncated. When sending an attachment, she receives the following
error: Task 'Louisa Arguello - Sending' reported error (0x800CCC13):
Unable to connect to network. Check your network connection or modem.

I have taken Outlook through detect and repair and she still gets the
same results.

The only thing I haven't tried is connecting the laptop to a wired drop
to see if that would make a difference.

Any suggestions?

Why start a detect and repair instead of doing a follow up on the (clearly
stated) error first? Sounds like you haven't checked the connection at all.
Verify the connection and depending on your network configuration (which you
did not post) hardwire the connection, reset the router and reset the modem.

I'm confused. What do you mean by the attachment is truncated? Is she:
1. Not receiving messages larger than 100kb?
2. Not receiving the attachment when the message is larger than 100kb
3. Only receiving some of the attachment when the message is larger
than 100kb?
4. Something else?

When sending an attachment, she receives the following

The more I think about this Im wondering if the server you are
connecting to is enforcing some sort of quota. Do you have anyway to
verify if this is the case?

As a last resort we can also look at the log files to get a clearer idea
of what is actualy happening, although I expect from what you are saying
it is going to show that the server has disconnected the connection. I
would be interested to know if the account sending mail to her POP
account get's any sort of Non Delivery Report.

Apologies for not being more thorough.

The user is attached via a wireless connection (as several are). The
connection is fine in that she is able to surf and access web mail and
download attachments fine that way. She can even send and receive email
via Outlook. The issue is when she attempts to send an attachment
larger than 100kb, Outlook returns the error message.

Yes, I did not include the network config since I am not sure that is
where the root issue lies but I'm asking for help and I should give all
the facts. This user is attached to the network via a Linksys wireless
access point. Signal strength is strong. The Linksys AP is attached to
a Cisco switch (Catalyst 3550) which is attached to a Cisco 2600 router.
The router is attached to a Pix 515e which goes out to the Internet
through a T-1 circuit. One thing I do need to test is to see if others
are experiencing the same issue. I did receive a 5.5mb file from a
teacher in the same school in the last 10 days so I can rule out from
school to mail provider. Teacher's system is attached to the network
via wire.

Another point I did not bring up prior was that I also assigned this
user a new email POP account using her married name. Her prior pop
account was 'lmartinez'. She was initially receiving the error with that
POP account and so I wanted to rule out the account as an issue and
created the 'larguello' account. Still had the same results.

Let say the attachment is a 150kb MS Word document. When she receives
the email the file size may indicate 72kb. So 80kb has disappeared and
the document will not open since Word sees it as being corrupted. She
continues to receive email. Small attachments will open up, no problem.

The error that I cited before comes up when she sends an attachment
greater that 100Kb. Outlook will then refuse to send any other emails
until the email w/ attachement >100kb is removed from the Outbox.

In troubleshooting this problem, I've sent a document greater than
100kb. I went into the webmail interface available through the mail
provider and checked to ensure that the email had the complete
attachment which it did.

I have also turned off the Symantec Enterprise client which included
virus and firewall protection to test and see if I can get around the
error. But I keep getting the same results.

I thought about the quota idea as well. The email provider is iPower
(not my selection) and I've thought of calling them concerning this
issue. In a prior response I had to Roady, I did mention that I got a
5.5mb file from a teacher. Also, I set up a new account for this user,
using her married name, and we are getting the same results.

If you are speaking about another email user getting an error back, no.
I've sent several test emails from an account on the same POP server
as well as others with same results - email is received truncated.

Without going through the logs this is another method which might isolate
the issue;
-Do other users on the same machine have the same issues?
-Do you have the same issues when you configure that account on another
machine?

No, other users don't have the same problem

No, don't have the same problem on another machince or account on the
same machine.

We've created a new account for the person on the machine and that seems
to work.

An additional note is that the persons IM also stopped working. Curious.

Also, the person was not logging into a domain account but into a local
machine account - not my doing but a pseudo IT pro/teacher who is no
longer at the school. I continue to clean up his mess.
