External email addresses in Outlook

First of all, I am a network admin at a bank. I'm pretty green in the field
at this point and haven't had alot of experience with Outlook.
Anyway, I have a user who is having trouble sending and recieving external
email. She says that when someone from an external address tries to send her
an email, they get a message saying that the email could not be delivered.
When she tries to send mail to an external address she gets no notification
that the email didn't go through, however the recipient never recieves her
email.

What type of mail account and what version of Outlook?

In addition to what Brian has requested, what does the NDR (non delivery
report) email say? The person who tries to send to her from the outside
should receive an error message. The error message and any error numbers
would be very helpful.
