Problems on start-up

When I start up my computer, I have the proper login screen. However, after
I log in, I have no taskbar and no icons on the desktop (thus, just my
wallpaper). I pressed ctrl+alt+del and nothing has happened. I CAN move my
pointer, but that doesn't really help. I tried to restart my computer in
safe mode but I got a message saying "out of range". PLEEEEASE tell me I
don't have to do a system restore.

P.S. I am not the best with computers so try to take it easy one me. Thanks!
 
Just for some further clarification...
When you pressed ctrl+alt+del, nothing came up, not even the task manager
window? If the task manager window appears, but no start bar or icons, then
navigate to the applications tab, select new task "explorer.exe"

Before you hit ctrl+alt+del, is it completely stopped (no hdd activity that
you can tell by just listening to it clicking or by the hard drive activity
light) besides your moving the mouse?
Maybe try Windows Key + R (will bring up the run window normally) and if
this comes up, type in explorer.exe

Also, when was the error that said out of range (in safe mode), was it after
a login?

Have you recently installed any new hardware? If so, maybe disconnect this
and see if it fixes your problem?
 
Get into BIOS and disable on board video card. To perform this, when your
system starts check it will say F1 or Tab or F9 to Setup use the particular
key and enter into BIOS and disable integrated video card if the issue still
persisit contact the mother board Mfr.
